The tail is over the skirt, not to be confused with tail_through_skirt or tail_under_skirt. When the skirt is lowered showing some buttocks, this tag no longer applies.

Note: This tag would only apply to dresses if the dress is open-back. If there is a post tagged as this and the character is wearing a dress, the tag they were probably looking for is tail_through_skirt instead.
