Belly Play describes a character's belly being physically stimulated, either by the character themselves, or by another character(s) (or disembodied hands). Belly play involves some combination of squishing, squeezing, jiggling, grabbing, poking, massaging, rubbing of the belly, potentially crossing over into navel play with acts like navel fingering, poking at the navel, or spreading the navel. While the tag belly refers to prominent, rounded lower abdomens, this tag doesn't require the character to have a belly, although it's extremely common for that to be the case.
Like belly rubbing, this can be done to show affection or pleasure the receiving character non-sexually, alternatively it could be done as part of a character playfully teasing another for their weight,
Belly play could be an act of belly worship, to indulge belly fetishism or general fat fetishism. Belly play could also be done as foreplay before, or added physical stimulation during masturbation or sex (for either character involved). It may also be done to soothe abdominal pain, indigestion, or encourage digestion (particularly when belly play is combined with stuffing or vore).
