Clearly you've never been kicked by a bucking horse. Equine are powerful animals and a kick can kill you.

Even in a mundane situation, veterian or whatever, if the horse does not like it, they will rebel and start kicking. I've never worked with a horse personally nor do I have any experience in bondange or restraints but immobilizing the legs can only do so much so I assume needing to retrain the torso is neccessary.

Immobilizing the legs will assure the human won't get injured.
Immobilizing the torso will assure the horse won't injure itself with the restrains.

That looks like an actual horse restraint, as far as I know about them.
