Peeping is more specific than being_watched or voyeur because it involves spying. Incidentally, it seems spying is also used for the same thing. I want to say spying should be aliased to peeping, but apparently people are against that (topic #33986). I would say peeping should imply being_watched, but there are two potential problems with that:
1) Being_watched isn't supposed to be used if the character watching is aroused by what they see (then it becomes voyeur instead)
2) Peeping arguably can occur if the character being watched is entirely off-screen, and being_watched arguably can't be used for that.

EDIT: As for the original suggestion, peek seems to occasionally be used for random other things and might need to be cleaned up first: post #3997960 is tagged for presenting(?), post #3903151 is tagged for clothing_pull/looking down pants, post #2288854 is tagged for penis_tip or looking_at_viewer(?), and so on.
