Panties so tiny, quantum physics apply to them. When not directly observed, they are in a superposition of existing and not existing. Only when directly observed does the quantum state collapse to either position. But the picture is drawn in a way that prevents direct observation. Therefore it is impossible to say whether the character is sans pantsu. To qualify for this tag rather than just leaving the panties tag off completely the subject's clothes must be skimpy to the point that typical panties would be visible, thus the character must either wearing no_underwear or wearing incredibly tiny panties.
