A foreskin that appears to only partially cover the glans of a penis.
In reality, foreskin length and coverage varies, even when unretracted, but for tagging purposes, this tag should generally apply for foreskins that cover some or most of the glans and leave any amount of it exposed, whether the foreskin is retracted or not.
Should only be tagged with tight_foreskin if it is absolutely clear (per tag what you see) that the foreskin can't be pulled back over the glans.
