When one or more characters in an image is doing something, such as engaging in public nudity, that violates applicable rules, policies, or laws. The action in question must be specifically known to be against the rules in the context of the image, due to the presence of a sign in the background or foreground, dialogue from another character in the image, or some other explicit statement.
