A video call is similar to a phone call, but recording equipment (webcam) is used to show a character's face while communicating. Video calls may have messaging capabilities, or may be entirely consist of voice communication.
Unlike a text message, this method of communication may be treated as a valid form of dialogue, and may be tagged as speech bubble if one is present. However actual message feeds such as the one in the example thumbnail should be treated as a text message, or user message depending on the type of interface. In the case the interface is obscured, do your best to determine whether the source is vocal, or a text message. It may not always be possible to tell.
Video calls may be confused with livestreaming. The difference is that a video call is a private session between a few individuals, often a one-on-one session, and livestreaming is a public session that may involves hundreds of viewers interacting through a text based chat service. The stream feed is also a one-directional broadcast, the streamer is not able to see anyone else.
