They are cartoon characters they like actors can be anything they want or the artist wants them to be.
Any way the duck in question is in fact Levi Enteberg who was Donald Duck's stunt double from 1936-48 and this is a clip from the 1938 Disney move "Damn Jews" which due to budget cuts by the bankers was never released.
