He's just sitting on a highly elevated hill (you can notice a dropoff if front of his legs). =)
Also, you can use small things in the front (a tire, and a newspaper) for the size reference.

There is a vulpine mod, that pretty much makes everybody foxes. May only be for New Vegas.
