It happened in BW098, Beauties Battling for Pride and Prestige. The plot of the episode involved Iris wanting to get revenge against a group of high-class women, but they were in this society that only allowed women to enter their HQ- and only female Pokemon, too. So, in order to challenge them, all of the males of the protagonist party had to crossdress- including Pikachu, who got a heart-shaped piece of paper to tape to his tail. (Probably the most obvious disguise ever, but everyone buys it.)
