    Accuracy penalty after gen 1 was (3/(3+accuracy penalty stage down)) so 1 application is 3/4 and two applications is 3/5.
    One sand attack, then machop got a low kick miss. That's 25%. A second sand attack, then another low kick miss. That was 40%, but you have to multiply them together so that was a 10% chance overall for survival.

    Virmir is somehow getting 2 or 3 moves off between machop's attacks, but still. That's a lot of luck.
