Girly/Femboy is the body, not the equipment to the point one can stretch it a bit and even say a girly male with a vagina is still a femboy. The word you are thinking of might be "Sissy" instead, which tends to emphasize on small male junk to the point of a humiliation fetish, chastity, etc. Sissy often coincides with femboy, but they are different even if marginally. I guess you could say sissy is a subgroup of femboy.
