In Blender, the scene is made up of 3D models with Grease Pencil's Line Art modifier on everything. I rendered out 3 separate passes of just the Line Art, the Diffuse Color, and the Ambient Occlusion.
Then with video editing I played around with blurring, opacity, and misalignment of the frame rate on some parts to make it look more dreamy. :O
