Well considering the 325 items on here so far related to the giga leak mainly is that water rabbit and wtf typhlosion…probably sometime yesterday, it just hasn’t been uploaded yet.
While I appreciate how stupid and funny Flamigo is, this is very much the better design. And it is stuff like this that makes me sometimes hate the art philosphy that Ken Sugimori came up with that they have to follow.

We don't know that this and Warabbit were left on the cutting room floor because of how they were drawn. It's also possible they were axed because there was too much of a given type or they couldn't suss out a decent moveset.
It's fair to blame the art for beta Pokemon that were actually realised. It's not fair to single it out for a Pokemon that was 86'd entirely.

Considering that there literally is a rule that pokemon can't be too cool looking, and must have some goofyness to them I will blame that rule. Like, this was a rule we were literally told they follow for the majority of their designs.

Warabbit - a water-type - is wearing a life preserver.

In what world is that not goofy?
S1mpleone2
MemberOne, not talking about that pokemon. Talking about Flamigo and this one.
Two, I am pretty sure that is just their tail wrapped around their waist.
TheAbsol
MemberBuizel and Floatzel having floaties is goofy, but come on. They're genuinely pleasing to look at. They don't look awful like the Flamingo Pokémon.
nitwit
MemberI saw some fan art of Warabbit having a tail that looks like a floaty so you are not far off about that.
