Nah, the door to the left of the front desk is Blitz's office. The right is a storage closet... Apparently.

Moxie was tied up and shoved into the closet where millie left him, so it's moxie.

Poor girl didn't got enough attention nor friends, she have to go by talking to herself.

Hellborn, like Hellhounds( Loona, Sol, Vortex) and Imps(Millie, Moxxie and Blitzo) are demons born in the realm of Hell. Their presence there is not decided by cosmic judgement but rather whatever processes brought life into that dimension. Might be higher demons made em, might be evolution is real! But only in Hell.

Sinners(Alastor, Angel Dust, Emberlynn) are humans that died and ended up in Hell, taking on demon form. If their destination was decided by active judgment by Death, God or some other method, is something we don't know yet.

TLDR: Cutie was born there. Good people can be born in Hell, so long as they were never ever human.
