This art is not explicit and from what i can tell incorrectly flagged. The questionable rating probably dosent apply either, as theres no "revealing clothes with obvious erotic intent" or "content with obvious fetishtic material" as the clothing is appropriate for the character.

Problem is: this artist draws cub on adult stuff as well as kid-furs with their dicks out, so the diaper isn't for practical means, it's for fetish purposes.
