It's not vore, considering the tag is absent. It's likely meant to be a 'from this dude' kinda thing, assuming the context was the rabbit being gifted all that icing(?) by somebody

y'all gotta read the captions on this stuff (though in this case you'd also have to click through to the source, since apparently the uploader grabbed this from twitter instead of FA and the link to the prequel is missing. i'd fix it myself but idk how this stuff works. you can find the original comm here tho: https://e621.net/posts/3765587).
tl;dr the context is that it IS technically post-cock-vore, but in an explicitly temporary and nonfatal way. the customers pay to be magically turned into icing, and then they respawn and come back into the shop later to pick up their "order". this sequence was a followup to show what the employees do with leftover icing if the customers forget to come back for it
