Not quite, cats will arbitrarily act as fluid and solid under the same conditions.
Non-Newtonian fluid acts like a liquid by default and a solid on impact

That is specifically a Shear Thickening Fluid (or, more technically, a dilatant). There are also Shear Thinning Fluids (or pseudoplastics) which do the opposite, an example of which is ketchup.
