She can - if you use a security emplacement in a base. What is a security emplacement? Well, it's fancy for "Machinegun nest". Put her there, and watch her riddle any intruder with bullets. This is twice as amusing since the emplacement is Lamball sized, and Lovanders are four times the size of a Lamball, which means that she's holding what to her is a toy sized machinegun.

You know I tried putting one of those down, no one used it, no matter how many sheep I threw at it. Guess I’ll start throwing giant pink horny lizards at it instead.

From what I've seen, the targeting function is still a bit wonky - sometimes you try to activate something and end up doing something else by mistake, or simply the Pals don't feel like it: "Why should I stay in the ranch and give wool when there's a perfectly good pile of rocks that needs to be put in that box right there?"
