Yes, it's a natural secretion, the vagina also produces it, and being circumcised just means it's not gonna accumulate to the point of being visible, it's just produced and washed away.

Notes, STRAIGHT FACTS, someone who actually studied smegma, thank you. Is there any chance a circumcised guy like me will ever be able to create lots of smegma.

To produce to the point of actually being visible you'd probably have to do some foreskin reconstruction first cause I'm pretty sure you'd need skin-with-skin contact for it to accumulate.
