It doesn't necessarily look like there is water inside the suit. Maybe the suit just occasionally flushes with water, or maintains high enough humidity. Maybe Dolphin Guy is in a low oxygen environment right now, and needs the suit to breath. It looks like it comes with a sweet pair or robot arms so I'd probably wear something like this if I was a dolphin who needed to do... arm things.

A shark doesn't breath in water either, their gills filter out the oxygen from the water, but our dolphin friend may have some surgical alters like say a direct supply of oxygen to it's lungs. Just because you can isn't a reason to shoot something down.

Theres clearly not water in the dome, I dunno where you got that idea from. It seems styled after traditional astronaut suits, and is just a pic meant for fun. I personally love it.
