It is in some parts of Europe. On normal beaches. Alot of women tan without a bra, nobody looks or is interested and they can tan all their chest so they don't have the bra marking that looks dumb.

I think this general area of the body is attractive, female or male.
But not that much more attractive that any other part of the body, it just take more space than the other ya know.
