Because people are misinterpreting TWYS. They think that because the Salazzle isn't showing any genitalia, that makes it ambiguous, but if that were the case all safe rated pictures on this site would be ambiguous. The wide hips and eye shape are feminine characteristics, and there are no signs that it's a male, so it should be tagged as female.

90% of characters on this site have hips the size of a truck (if you look close, even the Lucario has some big hips), so I really don't see that pointing to any definitive gender. And I don't really see how the eye shape make them look definitively feminine

And those characters with wide hips, more often than not, are tagged as female, intersex, or girly. Whether you're aware of it or not, wide hips are considered a feature of a feminine body type. https://e621.net/wiki_pages/3294
