This is a misconception, just because something is not specifically stated to be illegal does not mean it is legal. Beastiality falls under animal abuse or rape so the specific crime doesn't have to be mentioned as other laws already cover it.

It depends on each country. In my country (and in Germany, if I remember correctly), having sex with animals is legal as long as the non-human subject is not forced and therefore physically/psychologically harmed.

For that reason, here bestiality is not always considered animal abuse.
