Most scientists that research this sort of thing agree that dinosaurs had to have had penises in order to reproduce, and likely long ones at that. There are plenty of examples of large avians around today who have cloaca's as well as penises. I would argue anatomically correct is used correctly here as, while we may never know what a dinosaur penis looked like due to soft tissues being VERY rare to fossilize, we can infer what it may have looked like from living relatives, such as avians (ratites, which was used here) or crocodilians.
