Judging by buneary face, even soothe bell and luxury ball won't help in this case.

Nah, for buneary to evolve it needs enough happiness, which you get from things like letting it be the pokemon walking around with you, giving it items, and taking it to a salon to get a haircut. It basically involves running around town for an hour or two then levelling it up and hoping the evolution triggers.
