I can view this on my Apple device just fine. But I used to not be able to watch webms, so it was fixed.

It's intentional decision by Apple, not flaw, so it wasn't fixed. e621 simply implemented a system for iPhones specifically.
If you try to play the file directly (e.g. pressing download) or put the file on other site, it no longer works on iPhones.

So yeah, keep pestering Apple if you want some actual WebM support rather than hacks on specific sites.
