I know what they're based on...it's obvious what they're base on...and you don't know that. The artist may have noticed the bog appearance while designing it and went along with it to be cheeky, is that such a hard possibility to believe? It was just a funny idea...

If you look at the image close enough, you might think that it's based more on the quintessential and stereotypical British gentleman, given the design of the smokestacks and the heads' "facial hair".

That second ability has been revealed. It’s Neutralizing Gas. Apparently, it negates the abilities of all other Pokémon on the field.
