MemberLegit, although her wings being useless for flying under her own power is part of her character, and her coming to accept she'll probably not fly like other Pegasi is part of her development throughout the show.
That said... magic that permanently changes the body exists in Equestria, so someone could magic her a pair of fully-functioning wings. Or she could learn to use her wings like Errol the throwback swamp dragon did, in "Guards, Guards", for maneuvering at extreme speeds (by Pegasus standards).
