Actually, this is a true thing. In some games, especially older ones, the AI wasn't always that good. So, to make it more challenging for the player, occasionally an AI would be given better stats than normal. So yes, in some games, the AI -does- cheat.

Total War series - one lousy region under control but an army twice as big as the alliied forces on D-Day for defence...

For example, fog of war maps in SRPGs. The AI can see everywhere, but you havd limited vision

and to top it off this appears to be a smash ultimate screencap. i can assure you that computers are input-reading in that game, and if you've played a lvl 9 cpu you know what i mean lol. they'll read you on shit that wasn't even a little predictable
