Making something anthropomorphic also includes additions from mammal anatomy, or making it a humanoid species, therefore it makes perfect sense to give scalies human genitals and other features. This can conclude same for any other anthro species or type.

My best explanation is that tits on scalies are actually fat deposits for when females lay eggs.
