Lucario was one of the first revealed characters for it's generation, so I assume it's just rule34 with a lot more momentum than it should have.

I'd say it's pretty obvious that the biggest, simplest reason Lucario is so popular is because it's the most similar to a "classic anthro" of any Pokemon up to that point, and possibly still so. There had been other "anthro" pokemon like Smeargle before it and even Lopunny in the same gen, but Lucario's got the less-cartoony proportions and the canine style that's ridiculously popular with furries. Also, it had that whole movie thing going on around the time Diamond and Pearl were very first being released in Japan, which gave it a ton of recognition and a lot of screentime of it being all tsundere with its human trainer and almost sexual tension-ish scenes like the hotsprings, and then later it became a playable character in Smash Bros. which instantly makes even non-pokemon video game fans familiar with it, so...

lucario is just well a hot anthro pokemon thats all, its rule 34 that made him/her so popular in the hentai and cartoon porn circuit, for me, i love lucario because he/she was the first pokemon that ever had a rough life and i can relate to it, its my main pokemon because of that...
