It's Mercurial, The Spectre from Dota.

i really belive that it is maiev from warcraft 3

I'm a bit late to this, but it's kind of both characters. When Dota was a Warcraft III mod Mercurial used Maiev's model with a shadowy filter applied to it (like Illidan's metamorphosis). This is why I'm leaving it tagged with both.

However, I'm unsure if this actually Tsampikos' work. I couldn't find a proper source in my short time searching.
