The original artist has it tagged as Flutters on her site...But the cutie mark isn't correct for Fluttershy.

If you draw a vixen without renaissance costume and instead put it in a modern setting and label it 'Maid Marian' is that appropriate for tagging? Hard to say...

Seems to me that this is an alternative version of Fluttershy. She's a Unicorn, rather than a Pegasus and the mark is based upon her original design, but clearly not the same. Other than that, there is a pretty clear resemblance. I suppose it would make sense not to tag her as the character, given the sites rules. Looks good as it is for now.
