Sans a few edge cases, like Sonic Battle's artwork, Rouge's bust size really hasn't changed significantly since her debut.

Although her skin tone has is significantly more fair now than back then.

Rouge's boobs were definitely huge in SA2. She was also more thick and curvier in SA2. When Sonic Heroes released her body type completely changed. Eventually Rouge began to have a consistent body type but I think it's safe to say that Sega will never give Rouge her meat and curves back, unfortunately.
