Why is this so complicated? Just follow the site rules... tag what you see. It doesn't matter what the author says the identity of a picture is, tags exist so that people can find the pic on a search bar... no matter what she truly "is" or "isn't" to anyone, you just tag what is visible.

Visible penis. Visible vagina. One fur attached to both. Anyone satisfying those conditions is tagged herm for search purposes.
