I can't think of any cases where panties being around one leg wouldn't also be panties_down, +1 to that.

If that is the case, whilst damaged, 'normal position' implies they are still being worn at, or just below the waist.

If they are around one or both leg(s), or even thigh(s), I would say panties_down still applies.
