People who straight up hate art (and they do exist) clearly have no place making criticism because they have no basis to make it on. You'd almost never see this kind of people on an art community, though.Bottom line is when you're making criticism, intelligence and clarity are your most useful tools. This can come from first hand experience or familiarity with the subject matter. Most importantly though, while most criticism is valid, none can be deemed 'correct'.
