I would think that cum_covered refers to the person, whereas cum_everywhere implies all over the room/scene of the picture.
As a completely off topic aside, can we change the "cum_everywhere" tag to "jizz_everywhere" in honor of Aziz Ansari's stand up bit(google it if you haven't already heard it).

Pretty much that, cum_covered is for a character, cum_everywhere is for it getting on everything, such as masturbation
Also, no, we are keeping it as cum_everywhere, to be synonymous with the other cum_* tags

Further clarification: if the image only has a singular person as a reference, which is cum_covered, should it also get a cum_everywhere tag?

I think everywhere just refers to furniture or other scenery, whilst covered is always(dangerous word) on someone.

The person has to be somewhere... if we can't see the surroundings in the picture (because they're not drawn, out of frame, etc), then we can't determine if it's everywhere.
