There's a lot of images of regular pokemon getting something shoved into them. Here's an example!

Lots of pokemon have multiple evolutions. Does anyone think it would be fair to tag first-stage evolutions as 'cub' or 'young'? It would make it a hell of a lot easier to blacklist if you don't want to see it, as well as to find it if you do.

I don't want to just start tagging it, though, without some kind of opinion from the community.

Basically this. Evolutionary state does not denote age. You could get away with tagging them as young IF they legitimately LOOK young, but cub is out of the question.

So what would you folks tag to describe the implied size and maturity of the focus of the image I linked?

That specific image, I could see it being tagged as cub.
But not all images of cyndaquil.
For example, I wouldn't tag this with cub:

The only pokemon that I'd even consider tagging as young or cub are the unbreedable pre-evolutions: pichu, cleffa, igglybuff, togepi, smoochum, elekid, magby, etc.

But cyndaquil and such? They shouldn't be tagged as either, unless they're pokemorphs and clearly underage.
