Because one day I was pissed off about a tag ruling, so this tag now is a thing.

Wouldn't this mean that anyone who searches Zygarde will instead get pictures of every single legendary Pokemon in existence? Or does this mean that if someone tags Zygarde it automatically tags the other?

The latter.

I'm for invalidating it. It's almost as arbitrary grouping as starter_pokemon would be, and I don't see why it is needed.
