Reason: Variations on the theme of pixelation_censorship (which is what most people incorrectly call a mosaic effect) aliased to mosaic_censorship. I created this BUR because I noticed that pixel_censor is a valid (empty) tag that implicates pixelated.

You can't alias a tag that has implications, you have to remove the implications first in a separate BUR

remove implication pixel_censor (0) -> pixelated (1108)
