If we keep the tag, it should be masturbating_to_another to be consistent with other tag names like looking_at_another.

I can see it being useful, as simply searching masturbating looking_at_another would return many additional things, like walk-ins on characters masturbating. On the other hand, it's a VERY broad concept to the point of being rather dubious. For example, the entirety (or almost the entirety?) of group_masturbation (an 1800 post tag) would technically be "masturbating to another". (In practice, masturbating_to_other is rarely added to group_masturbation content, but that was just meant to be an example of how broad the tag theoretically is.)
