This is a very old implication that I believe is both technically incorrect and not helpful.

So, yes, urine typically comes from the genitals. In that sense it can be called a "fluid from the genitals", but that's not a very helpful use of the word. Let's look at the definition of "genital" real quick:

2. of or relating to the sexual organs.

So... the secondary definition kinda vaguely matches our use of "genital fluids", but the primary definition does not. And even then, like... cum and vaginal_fluids are actually produced by the genital system, while urine is not - it's produced by the kidneys and stored in the bladder, neither of which are genitals or part of the genital system. So even in this sense, calling it "fluid from the genitals" is sorta wrong because that's not where it originates. It merely passes through the urethra. And it is absolutely not a genital fluid in the primary sense, as it has no role in reproduction. It's really just waste fluid that happens to be expelled through a hole in the genitals. And then, what if you have urine that doesn't come from the urethra? Like peeing_from_nipples or the other cursed things that people occasionally come up with. At this point, urine has nothing whatsoever to do with genitals. Something like cum, on the other hand, will always be a genital fluid even if it's coming from the nipples or elsewhere. Assuming it's actual cum, you could still theoretically impregnate someone with it, thus fulfilling its role in the reproductive system. This still fits the first definition of "genital" even if it no longer meets the second.

So, the technical accuracy of this implication is pretty dubious, but what about its utility?

Generally, I think if someone is actually searching for or blacklisting genital_fluids, they are not looking for or thinking about urine. They're probably thinking about cum, precum, vaginal fluids, cloacal fluids... etc. You know, things actually inherent to sexual activity. What they're probably looking for is a "sexual fluids" tag, which doesn't exist... because this is that tag. It just has an implication that doesn't belong. If, on the other hand, they're looking for other, not inherently-sexual fluids, well, that's just the bodily_fluids tag which is what urine should imply instead.
