Is it okay to add the commissioner's upload of a post to the sources (and add their commentary to the post description)? Especially on FA, a commissioner will upload the work they paid for in tandem with the actual artist, often including additional commentary.

Even if the image quality is worse, is it fine to add that link to the sources to include the commentary in the description?

I've occasionally included commissioner descriptions when I feel they add a sufficient amount of additional context to a post, within a collapsible section. As some examples, post #5641023, post #5583676 and post #5585076.

If it's just basic commentary (just restarting who the artist is or similar) I generally leave it out.

You should always add any additional sources you find from the commissioner/character owner as a secondary source, see howto:source.

You may copy-paste the description from either the artist or the commissioner (or both) like how @faucet has linked.
Some artists and users really appreciate it if they can easily find the credits of which character is owned by who in the artwork, as well as any additional context to what's shown in the artwork.

It doesn't matter if the source's image quality is worse, you can add the link as a secondary source regardless.
If the image quality in the source differs from that which is posted here, consider adding better_version_at_source or smaller_version_at_source in the tags whichever applicable.
You don't have add either of these tags if the primary source (i.e., where you got the image from) is the same as what is posted.

For the description, you may add it to the post if you like. Normally, I would just add everything, especially any stories which would be tagged with story_in_description.
If the story is very long, consider putting it inside a collapsible section so that it does not interfere with browsing.
If the story is too long to fit in the post's description, you can also add story_at_source into the tags to tell users where to find the story.
