Reason: Casual nudity is the established tag for non sexual nudity

Doesn't casual_nudity bottomless not imply nude because topwear counts as clothing? Or rather, does casual nudity mandate full (minus accessories) nudity like the nude tag does? I know the wiki says to use casual exposure for that, but I don't know that everyone would agree.

Yeah. Full nudity might be the original point of the tag, but for the purpose it doesn't make much sense to distinguish. We don't need casual_* for each state of undress. Though, there is casual_exposure.

casual_exposure just dosn't really feel right for mostly_nude to me.

Reason: So does that mean casual_nudity now covers mostly nude? If so, then casual_exposure shouldn't, otherwise you can tag casual_nudity and casual_exposure on the same character. Since the only two states of dress that don't imply clothed is mostly nude and nude, it must mean that casual_exposure is now clothed
Yes we shouldn't imply it now, since there's 16 pages of casual_nudity mostly_nude, but assuming that if this passes and that gets fixed, would you want casual_nudity to handle mostly nude and nude, while casual_exposure handles partially_clothed and clothed and bottomless and topless?
