I believe "sheathed cock" is more associated with "a penis in a sheath", similar to slit_penis but for sheaths instead of genital_slits, where the penis is likely to be at least partially out of the sheath and clearly visible. fully_sheathed means the penis is fully inside the sheath and not visible, which won't always apply.

Probably not, I see fully_sheathed penis has a number of results which are erroneously mistagged as fully_sheathed with at least a penis_tip visibly out. Don't know how much of that is from people tagging sheathed as meaning partially sheathed or a sheathed penis with the penis out, but I doubt it's helping. I'd actually think it should be disambiguated, since it could also be interpreted as a sheathed weapon.

Grammatically it reads to me like it refers to a penis that is sheathed, as opposed to a penis with a sheath, but I'm not particularly familiar with how "sheathed cock" is used elsewhere, so if that's a precedent that's fair.
I would still argue that it at least being unaliased would make sense in that case, and it should instead be its own tag (or possibly be aliased to a new more "technical"-sounding tag-name, like 'sheathed_penis'); otherwise it would be akin to having slit_penis be aliased to slit.

I think the point Watsit is trying to make is that there are different levels of sheathing, which one could consider as being sheathed. If there's the tip poking out, it wouldn't be fully_sheathed, but to some people they would consider it as still being sheathed.

To be honest, slit_penis isn't a tag I'm very familiar with. I rarely see it used, and never think to use it myself. It only has about 1K uses (vs genital_slit's 37K, which I know is somewhat undertagged), and has no aliases or implications associated with it.

In either case, sheaths have the fully_sheathed tag to indicate whether the penis is fully inside and not visible, whereas genital slits don't have the equivalent of fully_sheathed. I presume slit_penis is an attempt to address that, but IMO is going about it the wrong way (most genital slits will have the penis visible, as that's largely what distinguishes one from vulvas and ambiguous_slits). slit_penis probably should be aliased to genital_slit, and some kind of fully_slitted(?) tag used instead as necessary.
