If a Horsecock had a Canine Knot would it be at the base of the penis, or the Medial Ring?

kinda depends on the artist's whims, thru to be clear a medial ring and knot do not serve the same purpose so. Now if the character was some sort of mongoose-horse-canine hybrid then the knot being where the medial ring would be is more likely...

Don't know man, guess you are just going to have to learn how to do complex genetic engineering so you can find out.
You'll probably just end up with a five assed monkey though.
If we're looking at equivalent structures, a quick review of anatomy suggests probably neither. Compare the locations of the corpus cavernosum and corpus spongiosum between canids and equids. The bulbus glandis (knot) and pars longa glandis (shaft) in dogs is the entire glans, which is just the tip on a horse. A canine knot on a horse penis would be a strangely shaped/elongated glans.
But since we're talking fantasy critters there's no reason you'd have to organize things this way. Really you can choose whatever you think looks best.
