The tag implication #69150 penis_poking_out -> partially_clothed has been rejected.
Reason: To my understanding, any instance of visible genitals + undone clothing counts as partially clothed. Is this correct?

"partially clothed" is specifically "posts depicting a character wearing clothing that is pulled aside or partially removed."
Neither of those needs to be true for penis poking out

I don't follow your reasoning here. In order for a penis to be poking through clothing meant to cover it, that clothing must be pulled aside or partially removed, no?

A penis through leghole neither requires the clothing to be removed or to be pulled in any way
